The city's shoreland ordinance names a dozen ponds and lakes in all, among them Estes Lake, a 387-acre lake Sanford shares with Alfred, and Bauneg Beg Pond, a 200-acre impoundment of the Great Works River shared with North Berwick. It also covers stretches of the Mousam River and the Middle Branch River.

Ask the Code Enforcement Office whether your clearing needs a permit before work starts.

Inside the buffer strip, which runs 100 feet from a great pond or a river flowing into one and 75 feet from other waters, tributary streams and wetland edges, the key limits are:

No cleared opening in the forest canopy larger than 250 square feet.
No more than 40% of the volume of trees 4 inches and up removed in any ten-year period.
Vegetation under three feet tall and ground cover, including leaf litter and the forest duff layer, can't be cut, covered or removed, except for a footpath or other permitted uses.
Across the shoreland part of a lot, cleared openings for any purpose can't add up to more than 25% of that area or 10,000 square feet, whichever is greater.

Resource Protection along great ponds

Where a Resource Protection zone abuts a great pond, Sanford allows no cutting of vegetation within 75 feet of the normal high-water line, except to remove safety hazards. Ask the code office whether your lot is in one.

Both are named in Sanford's shoreland ordinance, so land within 250 feet of them is in the shoreland zone. Inside the buffer strip, Sanford caps canopy openings at 250 square feet, limits tree removal to 40% of the volume of trees 4 inches and up in any ten years, and keeps low growth and leaf litter in place. Careful, selective thinning is the way to open things up. We don't clear-cut shorelines.

Bauneg Beg Pond crosses into North Berwick. Whose rules apply?

The rules of the town your lot is in. Maine's shoreland zoning is enforced by each municipality through its own ordinance. Sanford's chapter puts land within 250 feet of Bauneg Beg Pond in the shoreland zone, and North Berwick's zoning covers the same 250 feet on its side. Start with the code office for your town.

I'm along the Mousam River. Does the shoreland zone reach my land?

If you're within 250 feet of the river between Estes Lake and the Shapleigh town line, yes. Sanford's chapter lists that stretch of the Mousam, along with the Middle Branch River from Hay Brook to where it joins the Mousam. Number One Pond, an urban impoundment on the Mousam, is listed too, and the zone also takes in land within 75 feet of a stream. Riverfront lots should start with the Code Enforcement Office.
