Biddeford faces Saco across the Saco River and runs east to the Atlantic. Along its coast are the neighborhoods of Hills Beach, Biddeford Pool, Fortunes Rocks and Granite Point, and the Maine Geological Survey maps coastal sand dunes at Hills Beach, Fortunes Rocks Beach and Mile Stretch Beach. The city's shoreland rules also give Swan Pond Brook a protected corridor of its own, and land along the river falls under the Saco River Corridor Commission too.

The Rules Where You Live
Biddeford's shoreland zone covers land within 250 feet of rivers, great ponds and the upland edge of coastal and freshwater wetlands, within 250 feet of Swan Pond Brook and the tributaries shown on the city's zoning map, and within 100 feet of other streams (the state minimum for streams is 75 feet). Ask the Code Enforcement Office whether your project needs a city permit. Key clearing standards:
- A vegetation buffer 75 feet deep along most waters and wetland edges, and 100 feet deep at a great pond or a river flowing into one.
- Inside the buffer, no cleared opening over 250 square feet in the tree canopy, and selective cutting only while a well-distributed stand of trees and other vegetation remains.
- One footpath to the shore, up to six feet wide between trunks and stems, as long as it doesn't open a cleared line of sight to the water.
Saco River corridor
The Saco River Corridor Commission (SRCC) counts Biddeford among the 20 municipalities it serves. Its corridor reaches 500 feet from the river, or to the edge of the 100-year floodplain when that's farther, up to 1,000 feet. The SRCC describes a 75-foot no-cut zone, doesn't allow cutting trees for a view, and suggests getting its permit before any other.
Sand dunes
The Maine Geological Survey maps coastal sand dune systems at Hills Beach, Fortunes Rocks Beach and Mile Stretch Beach. Clearing vegetation there takes a Maine DEP permit, and DEP says such removal is generally not permitted because it can lead to erosion and lost wildlife habitat.
Resource Protection areas
Biddeford's Resource Protection district includes mapped land on the west side of Fortunes Rocks Road, Mile Stretch Road and Granite Point Road, and a separate district, RP-1, covers the Swan Pond Brook corridor. If your lot is in either, check with the Code Enforcement Office first.

Biddeford Questions
My lot is off Fortunes Rocks Road or near Biddeford Pool. Is clearing allowed?
We'd start with the maps. The state maps sand dunes at Fortunes Rocks Beach and Mile Stretch Beach, where Maine DEP generally doesn't permit vegetation removal, and some land west of Fortunes Rocks Road and Mile Stretch Road is in Resource Protection. Outside those areas, brush and lot work is often possible once the city confirms the rules. We'll check your lot against the maps before we quote.
Can I have a path cleared down to the water?
Yes, one, within limits. Biddeford allows a single footpath through the shoreland buffer, up to six feet wide between trunks and stems, if it doesn't create a cleared line of sight to the water. On the Saco River, the SRCC allows a six-foot-wide, natural, meandering path by permit, and its permit should come first. Once a path is approved, we can mulch it out.
My land is near Swan Pond Brook. Are the rules different?
Yes. Biddeford's shoreland zone reaches 250 feet from Swan Pond Brook and the tributaries shown on the city's zoning map, against 100 feet along other streams. The brook's corridor also has its own Resource Protection district, RP-1, set up to limit development that would harm water quality and habitat. Before any clearing, ask the Code Enforcement Office what the district allows.
